The increase in demand leads to increased pressure on resources and requires the strengthening of conservation measures, such as the protection of « sensitive », habitats, regulation of access to fishery resources, such as the generalization of individual rights of use, in a context of limited catch capacity, increased production costs, consequence of higher energy prices, and global climate change.
The observation that the overexploitation of marine fishery resources was the consequence of the chronic overcapacity of the fishing fleet and the inadequacy of conservation measures (quotas for catches and/or fishing effort, technical measures) and the monitoring of their application is now widely shared.
